If you own a utility-challenged residential lot in Pahrump, you may be wondering what options are available today and what opportunities may become available in the future.  While many Village Residential (VR) lots cannot currently be developed under existing regulations, there are still important resources to understand and ongoing efforts aimed at creating practical, responsible solutions.  Below is an overview to help property owners better understand the current situation.


Current Property Uses

Although many utility-challenged lots cannot currently be developed with a permanent residence, some uses may still be allowed depending on zoning regulations, property conditions, and applicable County requirements.

Examples may include:

• Recreational use where permitted - allowing up to 7 days in an RV (no tents)

• Property maintenance and cleanup

• Temporary activities that comply with County regulations such as a picnic and star gazing

Because every property is different, owners should always verify current requirements with Nye County Planning Department and/or Code Compliance before beginning any project.

Practical Solutions Being Explored

Our group is working with property owners, local government, engineers, utility providers, and technology companies to explore practical solutions that could restore responsible use of these properties.

These discussions include ideas such as:

• Overlay zoning for qualifying utility-challenged neighborhoods

• Small off-grid homes designed for conservation

• Modern alternative utility technologies

• Responsible water conservation methods

• Alternative wastewater systems where permitted by State regulations

• Long-term infrastructure planning

Not every solution will work in every location, but we believe thoughtful planning and modern technology can provide more options than exist today.
